The Texas Veterans Land Board (VLB) was established in 1946 to make land accessible to World War II veterans. Over the last 70 years, the VLB has evolved to offer additional programs and assistance to Texas veterans, military members, and their spouses. In 1983 the VLB Veterans Housing Assistance Program (VHAP) was created to help veterans purchase a home at competitive rates with little or no down payment. Shortly thereafter in 1986, the Texas Veterans Home Improvement Program (VHIP) was introduced to provide similar financing options for home improvement loans. In order to be eligible for a Texas Veterans Land Board loan, a borrower must be:
- At least 18 years of age
- A bona fide and a legal resident of Texas on the date of application and meet one of the following service criteria:
- An active-duty military member
- A member of the Texas National Guard
- A reserve component military member having completed 20 qualifying years for retirement
- A Veteran having served at least 90 active duty days unless discharged sooner due to service-connected disability and not discharged dishonorably
- A surviving spouse of a Veteran listed as missing in action or whose death was service-connected
While borrower eligibility requirements are consistent across each loan program, the requirements for each individual loan type varies.
The VLB Veterans Housing Assistance Program allows eligible borrowers to finance up to $417,000 with a low-interest rate and little or no down payment. These loans are available for fixed-rate loans with either 15, 20, 25, or 30-year terms. In order to qualify for the program, the home being purchased must be the veteran’s primary residence and must be a single-family attached or detached home, townhome or condominium. This home will need to remain the veteran’s primary residence for at least 3 years and they will need to occupy the home within 60 days of closing.
The VLB Veterans Land Loan Program allows Texas Veterans to borrow up to $125,000 to purchase land. As with all VLB programs, interest rates are very competitive and down payment requirements are minimal for the program. Tracts must be at least one acre or more, and be wholly within the state of Texas to be eligible for purchase. The property must also have access to a public road and cannot be a commercially zoned property.
Veterans with homes in need of repair or improvement can take advantage of the Texas Veterans Home Improvement Program (VHIP). Through this program, qualified Veterans can borrow up to $25,000 for a 20-year loan or up to $10,000 for a 10-year loan to make these housing updates. While no down-payment is required, closing costs, flood certification fees, and title search fees are. As with the other available loan programs, the home must be the borrower’s primary residence and must be located in the state of Texas.
